Federal Rule Restricting Non-Domiciled CDL Eligibility
California stopped issuing or renewing non-domiciled CDLs/CLPs as required by the FMCSA’s notice. The state even extended deadlines (e.g., a 60-day extension for ~17,000 drivers) while working to resolve compliance issues.
At the same time, federal transportation officials have taken enforcement actions and threatened to withhold federal highway funding because of ongoing non-compliance.
This has led to drivers being denied renewals at the DMV under the new documentation requirements and legal disputes over state vs federal authority.
